PRESS RELEASE

The Monsoon Session, 2006 of Parliament (8th Session of Fourteenth Lok Sabha and the 208th Session of the Rajya Sabha) is scheduled to commence on Monday, the 24th of July, 2006 and subject to exigencies of Government Business, the Session will conclude on Wednesday, the 30th of August, 2006.  The Session will provide a total of 25 sittings spread over a period of 38 days. 

 

2.         The Session will mainly be devoted to essential Government legislative and other business, including financial business relating to Supplementary Demands for Grants for the year 2006-07 in respect of Railway and General Budgets.

 

3.                              The Hon’ble Minister of Parliamentary Affairs held a meeting on Wednesday, the 19th of July, 2006 with the Secretaries/Senior Officers of the various Ministries/Departments to finalise the Government Legislative and other Business for the Monsoon Session, 2006.  During the meeting, various items of legislative, financial and other business were identified for being taken up during the Session.  Some important items are indicated below:-

 

A.       Legislative Business

1.                                                    The Central Educational Institutions (Reservation of seats and Regulation of Admission and Fee)  Bill, 2006

2.                                                     The Sikkim University Bill, 2006

3.                                                     The Tripura University Bill, 2006

4.                                                     The Right to Information (Amendment) Bill, 2006

5.                                                      The Constitution (Scheduled Castes) Orders (Amendment) Bill, 2006

6.                                                      The Constitution (Schedules Tribes) Orders (Amendment) Bill, 2006

7.                                                       The Information Technology (Amendment) Bill, 2006

8.                                                       The Jalianwala Bagh Memorial (Amendment) Bill, 2006

9.                                                        The Commissions for Protection of Child Rights (Amendment) Bill, 2006

10.                                                    The Sexual Harassment of Women at Work Place (Prevention, Prohibition & Redressal) Bill, 2006

 

Depending upon exigencies, some of these Bills may also be taken up for consideration and passing.

To increase the post of whole time Directors from 2 to 4 and making Government share transferable

The Government Securities Bill, 2004

 

For replacing the existing Public Debt Act, 1944 and repeal of Indian Securities Act, 1920

5.     

The Wildlife (Protection) Amendment Bill, 2005

 

To create Statutory National Tiger Conservation Authority

 

Home Affairs

6.     

The Protection of Human Rights (Amendment) Bill, 2005

 

To amend the Protection of Human Rights Act, 1993.

 

Tribal Affairs

7.     

The Scheduled Tribes (Recognition of Forest Rights) Bill, 2005

 

To redress the historical injustice by recognizing and vesting the forest rights and occupation in forest land in forest dwelling Scheduled Tribes who have been residing in such forest for generations but whose rights could not be recorded.

Women and Child Development

8.     

The Juvenile Justice (Care & Protection of Children) Amendment Bill, 2005

To amend the Juvenile Justice (Care and Protection of Children) Act, 2000 to remove shortcomings observed in the Act. 

 

Textiles

9.     

The  Central Silk Board (Amendment) Bill, 2005

To provide for regulation of the production and sale of silkworm seed.

1.      Discussion and Voting on Supplementary Demands for Grants (General) for 2006-07; and

2.        Discussion and Voting on Supplementary Demands for Grants (Railways) for 2006-07.

3.      Resolution regarding recommendations of Railways Convention Committee (2004) made in their Third Report.
