PRESS RELEASE

 

The Monsoon Session, 2005 of Parliament (Fifth Session of Fourteenth Lok Sabha and the 205th  Session of the Rajya Sabha) is scheduled to commence on Monday, the 25th of July, 2005 and subject to exigencies of Government Business, the Session will conclude on Friday, the 26th of August, 2005.  The Session will provide a total of 23 sittings spread over a period of 33 days.

 

          The Session will mainly be devoted to essential Government legislative and other business, including financial business relating to Railway and General Budgets for 2005-2006.  The Financial Business relating to State of Bihar, which is under President’s Rule, will also be taken up.

 

          The Hon’ble Minister of Parliamentary Affairs and Urban Development held a meeting today, the 18th of July, 2005 with the Secretaries/Senior Officers of the various Ministries/Departments to finalise the Government Legislative and other Business for the Monsoon Session.  During the meeting, various items of legislative, financial and other business were identified for being taken up during the Session.  Some important items are indicated below:-

1.

The Citizenship (Amendment) Bill, 2005 (Ordinance)

(i) To extend the facility of dual citizenship to overseas Indians from countries beyond the 16 countries provided in the Original Act (proposed facility  will now be available to all overseas Indians who migrated from India to countries other than Bangladesh and Pakistan after 26th January, 1950, as long as their home countries allow for dual citizenship).

(ii) To simplify the procedures including provision for issue of  Smart Card.

2.

The Andhra Pradesh Legislative Council Bill, 2004

To provide for the creation of Legislative Council for the State of Andhra Pradesh.  The said Council will have the same number of seats as it had when it was abolished by the Andhra Pradesh Legislative Council (Abolition) Act, 1985.

Company Affairs

3.

The Chartered Accountants (Amendment) Bill, 2003

To amend the Act:-

(i) to implement the Naresh Chandra Committee’s recommendations regarding disciplinary procedure and setting up of a Quality Review Board; and

(ii) to bring uniformity in the Acts of three professional institutes, namely, Institute of Chartered Accountants of India, Institute of Cost and Works Accountants of India and Institute of Company Secretaries of India.

The Cost and Works Accountants (Amendment) Bill, 2003

The Company Secretaries (Amendment) Bill, 2003

Labour

6.

The Payment of Wages Amendment Bill, 2004 (as passed by Rajya Sabha)

To broaden the coverage of the Payment of Wages Act, 1936 by enhancing the wage ceiling of Rs 1600 per month to Rs 6500 per month and to strengthen penal provisions, etc.

7.

The High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2005

To revise the pension, family pension and House Rent Allowance of the Judges of High Court and Supreme Court and to provide for addition of period to the service of Part-I Judges of Supreme Court.

Human Resource Development

8.

The Manipur University Bill, 2005 (Introduced in Rajya Sabha and pending with Standing Committee)

To establish and incorporate a teaching and affiliating University in the State of Manipur and to provide for matters connected therewith or incidental thereto

Rural Development

9.

The National Rural Employment Guarantee Bill, 2004

To provide for the enhancement of livelihood security of the poor households in rural areas of the country by providing at least one hundred days of guaranteed employment in every financial year to every household whose adult members volunteer to do unskilled manual work and for matters connected therewith or incidental thereto.

10.

The Criminal Law (Amendment) Bill, 2003

To amend various provisions of the IPC. Cr.P.C., 1973 and Indian Evidence Act, 1972 to prevent witness turning hostile, to provide for pre-trial negotiations between defendant and prosecution during which the accused agrees to plead guilty in exchange for concessions, to provide for scientific experts to give evidence in cases relating to fake currency notes, etc.

  

B.      Non-Legislative Business

 

1.       Resolution seeking approval of the President’s Rule in the State of Bihar beyond 6th           September, 2005. (Ministry of Home Affairs).

 

2.       Consideration and adoption of the recommendations of Railway Convention Committee (2004) contained in their Second Report on ‘Rate of Dividend for 2005-06    and other ancillary matters’. (Ministry of Railways).
