The Winter Session, 2007 of Parliament which commenced on Thursday, the 15th of November, 2007, is concluding today, the 7th of December, 2007. The Session provided 17 sittings of both the Houses of Parliament spread over a period of 23 days.
2. Financial Business transacted consists of the Demands for Excess Grants (General) for 2005-06 and the Supplementary Demands for Grants (General) and (Railways) for 2007-08. Their related Appropriation Bills were introduced, discussed and passed by the Lok Sabha during the Session. Thereafter, the Rajya Sabha considered and returned these Appropriation Bills.
3. Two Bills replacing two Ordinances, namely, the Payment of Bonus (Amendment) Ordinance, 2007 and the National Capital Territory of Delhi Laws (Special Provisions) Second Ordinance, 2007, which were promulgated by the President, were considered and passed by both the Houses during the Session.
4. During the session, the Statutory Resolution seeking approval of the Proclamation issued by the President on the 20th November, 2007 under Article 356 of the Constitution in relation to the State of Karnataka was considered and adopted by the both Houses of Parliament.
5. In the Lok Sabha, four Short Duration discussions under Rule 193 were held on the following issues:-
(i) Proposal to set up Special Economic Zone in Nandigram, West Bengal and consequent large scale violence.
(ii) Indo-US nuclear agreement
(iii) Need for harmonious functioning of three organs of the State i.e. Legislature, judiciary and executive.
(iv) Internal Security
6. In the Rajya Sabha, three Short Duration Discussions under Rule 176 were held on the following issues:-
(i) Proposal to set up Special Economic Zone in Nandigram, West Bengal and consequent large scale violence.
(ii) Indo-US nuclear agreement
(iii) Situation arising out of the misuse of fund provided by the Central Government under the National Rural Employment Guarantee Programme
7. Besides, 7 Calling Attentions and 1 Half an Hour Discussion were discussed in Lok Sabha.
8. During the Session, 14 Bills (13 Bills in Lok Sabha and 1 Bills in Rajya Sabha) were introduced. Lok Sabha passed 14 Bills and Rajya Sabha passed 15 Bills during this period. Total number of Bills passed by both the Houses of Parliament during the Session is 15. Two Bills were withdrawn, namely, the National Capital Territory of Delhi Laws (Special Provisions) Bill, 2007 in Lok Sabha and the Constitution (Scheduled Tribes) (Union Territories) Order (Amendment) Bill, 2003 in Rajya Sabha.
