PRESS RELEASE

 

1.      The Monsoon Session, 2003 of Parliament was held from July 21 to August 22, 2003.  The Session provided 21 sittings of both Houses of Parliament spread over a period of 33 days.

 

2.      One of the highlights of the Session was the defeat of the No-confidence Motion moved by the Leader of Opposition in the Lok Sabha, by a massive margin of 125 votes (Noes 314, Ayes 189).  Though 25 No-confidence Motions have so far been moved against the incumbent Governments from time to time, this was, however, the first No-confidence Motion moved against Government led by Shri A.B. Vajpayee since it took office five years ago.   The Motion was discussed in the Lok Sabha on August 18 and 19, 2003 for a total period of 21 hours 7 minutes in which as many as 39 Members from both sides took part.

 

3.      Another highlight of the Session was discussion on the  Motion regarding progress of implementation of Part IX and Part IX-A of the Constitution dealing with Panchayats and Municipalities as institutions of self government during the last ten years, in the two Houses. Besides, "Science and Technology Policy, 2003", was also discussed in the Rajya Sabha.

 

4.                Two Constitutional Amendments; namely the Ninety-fourth (relating to creation of National Commission for Scheduled Tribes) and Ninety-ninth (relating to Bodo Territorial Areas District) were also passed during the Session.  Two Bills linked to the Constitution (Ninety-ninth Amendment) Bill, viz the Sixth Schedule to the Constitution (Amendment) Bill, 2003 and the Constitution (STs) Order (Amendment) Bill, 2003 were also passed.

  

5.                Financial Business was also transacted. Supplementary Demands for Grants (General) and (Railways) for 2003-2004 and their Appropriation Bills were passed by both the Houses during the Session.

 

6.      On the whole, during the Session, 15 Bills were introduced in the Lok Sabha and 1 Bill in the Rajya Sabha (Annexure-I).  Lok Sabha passed 11 Bills (Annexure-II) and Rajya Sabha passed 15 Bills (Annexure-III) during the Session.  Total number of Bills passed by both Houses of Parliament during the Session is 13 (Annexure-IV).

 

7.      4 Short Duration Discussions under Rule 193, namely (i) the construction of Taj Heritage Corridor, (ii) Sharing of inter-state river water between the States of Andhra Pradesh and Karnataka; (iii) Working of the investigative agencies particularly CBI; and (iv) Atrocities on Harijans, were discussed in the Lok Sabha.  In the Rajya Sabha, 3 Short Duration Discussions under Rule 176, namely (i) Role of CBI in the Babri Masjid demolition case; (ii) Government's responsibility vis-ŕ-vis its investigative agencies in Ayodhya matters; and (iii) the precarious condition of State Finances and its long term implications on developmental activities in the State, were also discussed during the Session.
