PRESS RELEASE

    

The 15th Session of Fourteenth Lok Sabha and 215th Session of Rajya Sabha commenced on Thursday, 12th February, 2009.  Lok Sabha and Rajya Sabha have been adjourned sine die on Thursday, the 26th February, 2009.  The Session yielded a total of 10 sittings spread over 15 days.   

 

2.         The Session being the first Session of the year, the President addressed the Joint Session of Parliament on Thursday, the 12th February, 2009.  Motion of Thanks on the President Address in Lok Sabha was moved by Shri V. Kishore Chandra S. Deo and seconded by Shri Madhusudan Mistry.  In Rajya Sabha it was moved by Shri Jaiprakash Aggarwal and seconded by Shri Shantaram Laxman Naik. It was discussed and adopted by the two Houses during the Session.

 

3.         The Session transacted Financial Business relating to Railways, General Interim Budgets and Interim Budget relating to the State of Jharkhand for 2009-10.  The Interim Railway Budget was presented on 13th  February, 2009 and the Interim General Budget on 16th  February, 2009.  General discussions on the Railways and General Interim Budgets were held in both the Houses. The Lok Sabha also discussed and voted the Demands for Grants on Account and Supplementary Demands for Grants relating to Railways and General Budgets and Demands for Excess Grants relating to Railway Budget and the related Appropriation Bills were passed by the Lok Sabha and subsequently returned by the Rajya Sabha.  The two Houses also considered and passed/returned the Finance Bill, 2009.    Interim Budget for the State of Jharkhand was discussed in both Houses and Demands for Grants on Account and Supplementary Demands for Grants for the State of Jharkhand was discussed and voted in the Lok Sabha and related Appropriation Bills were returned by Rajya Sabha. 

 

4.          Bills replacing three Ordinances namely: (i) the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Ordinance, 2009 (No. 1 of 2009); (ii) the Central Industrial Security Force (Amendment) Ordinance, 2009 (No. 2 of 2009); and (iii) the Central Universities Ordinance, 2009 (No. 3 of 2009) were also considered and passed by both Houses during the Session. 

 

5.         During the session, the two Houses considered and adopted the Statutory Resolutions regarding Proclamation issued by the President under Article 356 of the Constitution, in relation to the State of Jharkhand.

 

6.         In the Lok Sabha, one Short Duration Discussion under Rule 193 on the situation arising out of alleged mismanagement of the affairs of the Satyam Computer Services Ltd. was held. Besides, three Calling Attentions were discussed in Lok Sabha. In Rajya Sabha, one Half-an- Hour Discussion was held.

 

7.         During the Session 17 Bills (15 in Lok Sabha and 2 in Rajya Sabha) were introduced.  Lok Sabha passed 22 Bills and Rajya Sabha passed 16 Bills.  Total number of Bills passed by both Houses of Parliament during the Session is 16.  Two Bills were withdrawn in Lok Sabha.
