G.S.R 360. - In exercise of the powers conferred by the proviso to article 309 of the constitution and in partial supersession of Ministry of Parliamentary Affairs (Recruitment and Condition) of service) Rules 1963 is so far as they relate to the post of Hindi Officer, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Hindi Officer in the Ministry of Parliamentary Affairs, namely : -
1. Short title and commencement- (1) These rules may be called the Ministry of Parliamentary Affairs, Hindi Officer , Recruitment Rules, 2001.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.Number of posts, classification and scale of pay, -The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the schedule annexed hereto.
3. Methods of recruitment, age limits and qualification, etc, The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the said schedule.
4. Disqualification- NO person, _
(a) who has entered into, or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into, or contracted a marriage with any person, shall be eligible for
appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consolation with the Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of persons.
6. Saving- Nothing in these rules shall affects reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Other Backward Classes, Ex Servicemen and other special categories of persons, in accordance with the Orders issued by Central Government from time to time in this regard.

| Promotion / Deputation: |
(I) Officers of the Central Government
(a)(i)Holding analogous posts on regular basis; or
(ii) with three years' regular service in post in the scale of pay of Rs.5500-9000/- or equivalent ; or
(iii)with six years regular service in Posts in the scale of pay Rs. 5000-8000 or equivalent; and
(b)Possessing the following educational qualifications and experience:-
Master’s Degree of a recognized university or equivalent, in Hindi with English as a subject at the Degree level.
Master’s degree of a recognized university or equivalent in English with Hindi as a subject at the Degree level;
Master’s degree of a recognized University or equivalent in any with subject Hindi and English as subject at the Degree level;
Master’s Degree of a recognized University or equivalent in any subject with Hindi medium and English as a subject at the degree level.
Master’s Degree of a recognized University or equivalent in any subject with English medium and Hindi as a subject at the Degree level:
Possessing five years experience of terminological work in Hindi and / or translation work from English to Hindi or Vice-versa preferably of parliamentary work.
Five years experience of teaching research, writing of journalism in Hindi
(ii)Departmental Hindi Translator Grade-I with six years regular service in the grade will also be considered along with the outsider if he/she is selected for appointment it would be deemed to have been filled by promotion.
The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation similarly, deputationist shall not be eligible for consideration for appointment by promotion.
(period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of applications)
