PRESS RELEASE
The Budget Session, 2007 of Parliament which commenced on Friday, 23 February, 2007 has been adjourned sine die on Thursday, the 17 May, 2007.
2. The Session was held in two parts. In the first part, the sittings of the Lok Sabha was held from 23 February, 2007 to 20 March, 2007 and the sittings of the Rajya Sabha was held from 23 February, 2007 to 21 March, 2007. The sittings of the Houses during the second part of the Session was held from 26 April, 2007 to 17 May, 2007. The Lok Sabha was in recess from 21 March, 2007 to 25 April, 2007 and Rajya Sabha was in recess from 22 March, 2007 to 25 April, 2007 to enable the Department related Standing Committees to examine the Demands for Grants relating to various Ministries/Departments and make their reports to the Houses. The Session yielded a total of 32 sittings of Lok Sabha 17 sittings during the first part and 15 sittings during the second part and 31 sittings of Rajya Sabha 18 sittings during the first part and 13 sittings during the second part.
FIRST PART OF THE SESSION
3. The Budget Session, 2007 being the first Session of the year, the President addressed both Houses of Parliament assembled together in terms of Article 87(1) of the Constitution on 23 February, 2007 and informed the Parliament of the causes of its summons. Motion of Thanks on the President Address, moved by Shri Madhusudan Mistry and seconded by Shri Sandeep Dikshit in the Lok Sabha; and moved by Dr. Karan Singh and seconded by Shri Raashid Alvi in the Rajya Sabha, was discussed and adopted by the two Houses during first part of the Session.
4. The Session was mainly devoted to transaction of Financial Business relating to Railways and General Budgets for 2007-08. During the first part of the Session, the Railway Budget for 2007-08 was presented to Parliament on Monday, 26 February, 2007, the Economic Survey on Tuesday, 27 February, 2007, the General Budget for 2007-08 on Wednesday, 28 February, 2007. General discussions on the Railways and General Budgets were held in both the Houses. The Lok Sabha also discussed and voted the Demands for Grants on Account relating to Railways and General Budgets and considered and passed the Appropriation Bills relating thereto during this period. These Appropriation Bills were considered and returned by the Rajya Sabha. The Lok Sabha and the Rajya Sabha also passed during this period a Resolution regarding approval of recommendations in Fifth Report of Railway Convention Committee (2004).
5. Bills replacing four Ordinances namely; (1) the Banking Regulation (Amendment) Ordinance, 2007, (2) the National Institute of Pharmaceutical Education and Research (Amendment) Ordinance, 2007, (3) the National Tax Tribunal (Amendment) Ordinance, 2007, and (4) the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Ordinance, 2007 which were promulgated by the President, were also considered and passed by both Houses during the Session.
6. In Lok Sabha, one short duration discussion under Rule 193 on the final order dated 5.2.2007, of the Cauvery Water Disputes Tribunal was held. During the first part, 16 Bills (14 in Lok Sabha and 2 in Rajya Sabha) were introduced. Total number of Bills passed by both Houses of Parliament is 9. SECOND PART OF THE SESSION
7. During the Second Part of the Session, Demands for Grants relating to the Railways were discussed and voted and the related Appropriation Bill was passed by the Lok Sabha and subsequently returned by the Rajya Sabha. Demands for Grants under the control of the Ministries of Labour and Employment, Science and Technology and Home Affairs were discussed and voted by the Lok Sabha. The Demands for Grants of the remaining Ministries/Departments which could not be discussed were put to the vote of the House and were voted in full on Saturday, 28 April, 2007. The Appropriation Bill relating to the Demands for Grants (General) for 2007-08 was also introduced, considered and passed and subsequently returned by the Rajya Sabha. During this period, the Rajya Sabha discussed the working of Ministry of Health and Family Welfare. The two Houses also considered and passed/returned the Finance Bill, 2007.
8. In the Lok Sabha, Short Duration Discussions under Rule 193 were held on (i) Global Warming; and (ii) price rise. Besides, three Calling Attentions were discussed in Lok Sabha.
9. During the second part of the Session 10 Bills (5 in Lok Sabha and 5 in Rajya Sabha) were introduced. Total number of Bills passed by both Houses of Parliament during the Session is 11. Some of the important Bills passed by Parliament are (i) the Electricity (Amendment) Bill, 2007; (ii) the Mizoram University (Amendment) Bill, 2007; (iii) the Central Road Fund (Amendment) Bill, 2007; and (iv) the Securities Contracts Regulation (Amendment) Bill, 2007.
